Treo 650 does charge over the sync cable

My understanding was that you can only charge the battery on the Treo 650 with the charger connected to either the Treo or the sync cable. If you look at the universal connector, you will see that the charging contacts are separate from the data bus. If you connect the sync cable without plugging in the charger, the Treo will not display the charging symbol.
However, I have found out with Stefan's help that it does indeed charge even when the charger is not plugged in, albeit very slowly. It ups the battery by 5 points every 90 minutes. A 40% charge will increase to 70% overnight, even when the phone is on.
BTW: The iBook leaves the USB ports switched on while it is sleeping. Be careful if it is not connected to a wall outlet. ;-)

I would recommend a retractable charge / sync cable. I have one for my 600 and now for my 650. It's very compact (it retracts after all) and can handle the sync bit as well. Nice to leave the bundle of cable mess behind.
