It's a chestnut tree in full blossom in the background. Must be a place were spring has begun earlier than here around ... The street and park sign could have been from Germany. If it's Germany it should be in the warmer deep southwest part. But the style of the clock is imperial somehow ... which is not German at all ... *sigh*
