They want to charge me 3 Euro (roughly US$ 3.50) for placing a toll-free call? Are we feeling ripped off yet?

The number is toll free. The use of the phone isn't. :)

It's been a while since I ran into this, but I found that I could question this charge at the hotel desk. They'd always take it off.

I don't remember where it was, but I recall one incident in which there were $28 worth of toll free calls deducted from my bill!

What Esther described happened to me as well on Lotusphere 2003.
They charged 23.47 $US for an 8 seconds phonecall (!) from the Dolphin hotel room to a German cell phone. They were not really able to explain how that sum was calculated when I complained, so they took it off the bill and suggested to use a calling card.
Ragnar suggested http://www.acculinq.com and I was very satisfied with their service. 8 cents per minute from Dolphin to Germany, 30 cents to cell phones.

The ArabellaSheraton would then charge you an additionaly three bucks per call to the toll-free number. In your example that would be the equivalent of a 40 minute call.
