New exam question for driver's license

Rumors are that there's a new question on the theoretical exam for the dutch driver's license. The translation is as follows:
You are in your car behind this bicycle rider. In this situation, do you stay behind and do NOT pass?
a) Yes, I keep right and don't pass.
b) No, I don't care about the bike and pass.
