Really unbelievable. And it won't change anything if apple apologies for their fault. Question is: What will happen, if his credit card details or other personal data will be used for criminal things some months or years later? I think, he has a big problem now...and Apple too. This can be a big reputation damage for Apple...
For now, the victim has to run around and have credit cards and things like that be blocked. Then "card details or other personal data will be used for criminal things some months or years later" shouldn't happen. And if the victim is aware of someone else possibly knowing his credit card data, usage guidelines from credit card issuers actually mandate this. However, IMHO Apple should reimburse the victim for the inconveniences. How? Now, that's a good question.
As far as the reputation impact for Apple, that is probably hard to recover.
