I don't think so. Opening up the developer program is very very important. Who else is going to build the apps that the platforms desperately needs.
Adding a Plus to the Pre and the Pixi isn't that important.
I was considering the added platform functionality announced (video recording, 3D, GPU accelerated, open to non-app store apps, easy to develop for, etc) as equally important with that actual dev program.

I merely misunderstood what you meant by referring to the dev program. I'd guess you meant most/all of what I was referring to.
Definitely a great move for the Palm OS. I hope they make their app store lucrative like Apple has done with theirs, developers are going to go where the money is and right now its with Apple. I love developing for the Palm, so this should be interesting to see.
