Ah yes. These labels have to be added to many computer/appliance power cords sold in California also.
California is definitely unique amongst the states.
I guess only to those that contain toxic chemicals. ;-)

This notice is required by a statute of law to indicate that lead based paint was used in the building. Although paints no longer contain lead, since it was once used (buildings that existed before 1986), the warning is present. The statute contains info for a lot of chemicals (water based, air based and pesticides) but this sign is most evident on buildings.
Leasing agents tell you this when you sign a lease :)
