From now until Dec. 31, 2011, BlackBerry business customers will receive one free BlackBerry PlayBook tablet with every two purchased from an authorized Valued Added Reseller.1
I don't think that is going to help RIM move any inventory.

It's a present for the BB faithful. If I'm a bank and have standardized on BB, it is effectively a 2/3 discount. It won't win new BB customers.
