Skype ships on Windows Phone
by Volker Weber
Microsoft acquired Skype, and Windows Phone is still the worst Skype platform. The client just came out of beta, and it still does not run in the background. You can receive Skype calls on all devices while doing something else, but not on Windows Phone.
And I don't think that is going to change until Apollo ships later this year. Apollo as in "next major version on Windows Phone". Microsoft has not committed on making Apollo available for currently shipping phones.

The OS and its capabilities matter. All but Windows Phone have a heritage in Linux or Unix underpinnings - might not be coincidence.
In combination with tradition. ;-)
Sigh...
Is Windows Phone not capable of multitasking? Whatsapp also only runs in foreground ... strange world :/
Similar to iPhone, apps get suspended and can call system services that wake them up.
I'm pretty sure the WhatsApp folks wouldn't cripple their app on purpose (not so sure with Microsoft and Skype) and that leads me to believe that something might be wrong with WP that makes "doing it right" not-so-feasible.
For what is windows phone NOT the worst platform? I dont understand how this OS could ever be designed, having enough good examples of usability out there... i dont even remember the ringtone of my windows phone (lumia 800), thats how much it works. ok, could be nokia as well...
Or it could be me.
